Committee on Committees approves a package of board appointments; two votes show dissent and an abstention

The Sumner County Committee on Committees met Jan. 13 and approved a slate of appointments and reappointments to county boards and committees, forwarding several nominations to the full county commission.
Chairman Chrissi Miller opened the meeting, and the committee first approved the agenda and the Oct. 21, 2024 minutes. During public recognition, four residents — Neil Burgess, Don Abbott, Angharad Irving-Jones Phillips and Kimberly Overton — introduced themselves and asked to be considered for county boards, including the Airport Authority and the Ethics and Conduct Committee.
On old business the committee approved two 2-year appointments to the Sumner County Library Board of Trustees — Mike Ray (to replace Beth Key) and Eric Stockton (to replace Bruce Carter) — by a 3-1-0 vote after Comm. Deborah Holmes moved to group and approve and Comm. Mary Genung seconded. Comm. Dillon Lamberth registered the lone vote against the grouped approval.
The committee then considered the Sumner County Airport Authority regional seat. Commission Chairman Merrol Hyde spoke in favor of reappointing incumbent Steve Shepard, and Comm. Genung said she had attempted to reach Shepard but received no response. Comm. Holmes moved, Comm. Genung seconded to approve Samuel Solorzano to replace Shepard; the committee voted 3-1-0 to forward Solorzano’s appointment to the full commission, with Comm. Lamberth opposed.
The Civil Service Board listings were noted (William Moudy and Terry Mims as present members; Bill Johnson to continue as the sheriff’s representative), and the record states no county commission confirmation is required for that seat; the item remains on old business.
The committee voted on several grouped appointments for the 1-year Ethics and Conduct Committee. Comm. Holmes moved and Comm. Lamberth seconded the grouped approvals for Robert Brown and Jeremy Mansfield (continuing members); Commissioner Mary Genung to replace Chrissi Miller; Kimberly Overton to replace Todd Alexander; and Angharad Irving-Jones Phillips to replace Gina Carpenter. The motion passed 3-0-1, with Comm. Genung abstaining from the vote.
Tracy Cannon was approved to replace Angela Govan on the Tourism Board (3-year term) by unanimous vote and will be forwarded to the full commission.
Under new business the committee approved David Klein to replace Merrol Hyde on the Committee on Committees (motion by Comm. Genung, seconded by Comm. Holmes) and approved a set of Agricultural Extension Service appointments — Chad Wilson (to replace Dwight Dixon), and reappointments for Nicole Guyot and Ray Rainwater — by unanimous vote. The committee also approved reappointments to the Emergency Communications District Board for Jimmy Anderson, Paul Harbsmeier and Archie McKinnis.
Several items were left without action: the Sumner County Solid Waste Board listings and three names submitted for the Health and Safety Standards Board were not acted on at this meeting, and an Industrial Development Board listing (Jim Hodges) was moved into old business for later consideration.
