"We're gonna be recommending that we authorize a change order with KLH in the amount of $55,000 for the resident observer services for the project," staff said, adding that RO monthly costs have averaged about $12,000–$15,000 as contractors finish punch‑list work. Staff described earlier change‑order activity and asked council to consider the new request at the next meeting.
In a separate environmental‑services item staff recommended awarding the Gorehead Run interceptor rehabilitation contract to Insight Pipe Contracting through CoStar's cooperative purchasing program and releasing funds from the capital improvement fund; a memo dated March 2 (or March 4, transcript inconsistency) accompanies the recommendation.
Staff told council there remains a substantial surplus in bond funding for the project and that a $30,000 SCADA item included in the original contract will not be used, which helps offset the change‑order request. Council asked for a running total of change orders and a breakdown of where the project stands financially; staff agreed to provide an updated report.
