Neighbors of 195 Euclid Avenue presented photographs and testimony saying recent grading and construction at the address has caused repeated ponding and flooding that has damaged driveways and garages.
Multiple residents described a large garage and on-site grading that they said redirected stormwater into adjacent yards. One neighbor asked the board to require the property owner to install an outlet pipe to the city storm sewer or otherwise restore permeable areas to meet city permeability standards.
"He’s basically transformed his backyard into a big basin with a drain that's totally plugged," one neighbor said, adding that the condition produced standing water and flooding for days at a time. Another speaker described repeated winter ice and summer pooling that she said had harmed property values and created health concerns.
Planning staff clarified that code enforcement, grading and stormwater compliance are the responsibility of the Department of General Services/engineering and the codes department, not the zoning board’s variance review. Board members urged parties to work with the appropriate enforcement and engineering offices while the planning staff noted it would notify those departments and would return the matter to the board’s agenda if necessary for any zoning actions.
No final enforcement order or variance decision was issued at the hearing; the board deferred further action and noted that the planning and codes departments would be contacted to review permits and required remedial steps.
What’s next: Neighbors were advised to contact the water/codes departments and planning staff said it will notify the applicant and relevant enforcement units. The board said it will reconsider any zoning relief only after those departments complete their reviews.
