Planner Brandon Berry told the board staff viewed the requests as reasonably related to safe, continued access rather than an attempt to expand living area; he recommended conditions including preparing a final as‑built survey and placing reasonable limitations on the shaft roofline shown in plans. Applicant Andrew Schiff, speaking for his parents, said staff and the owners considered interior elevator locations but that the proposed side elevator preserves front porch views and allows for a glass‑facing elevator shaft; he said elevator dimensions have been confirmed with a vendor and that multiple adjacent neighbors submitted letters of support.
Board members discussed whether the elevator shaft roofline should be limited; staff agreed to strike or modify a restrictive condition after applicants showed a 3‑D mockup and confirmed the shaft would not exceed applicable city height limits.
