Council reviews overhaul of boards and commissions policy; will return with options
Summary
Council reviewed recommendations to clarify purpose, membership, terms and quorum rules for city boards and commissions and to create a new Public Spaces and Cultural History committee; staff will draft ordinance/policy options for final action in August and September.
City Secretary Amanda Campos presented a multi‑session committee’s recommendations to update Council Policy 40 and related Code of Ordinances chapters governing boards, commissions and committees.
The proposed changes seek to: clarify each board’s purpose and scope; standardize membership and term lengths; provide clearer attendance and vacancy rules; and address quorum and Open Meetings Act constraints for committees with members who live or work outside city limits or whose members have mobility challenges. Staff and the committee recommended renaming the Park Board to Parks & Recreation Board, combining several small advisory committees (for example cemetery and public art) into a Public Spaces and Cultural History committee, and adjusting reporting expectations so boards provide executive summaries rather than verbatim minutes.
Legal counsel will continue work on wording to ensure compliance with the Texas Open Meetings Act while enabling virtual participation and reasonable quorum adjustments where legally permissible. Council asked staff to return with prepared ordinance and policy options (including multiple term‑length alternatives) at the second meeting in August so appointments can proceed before October term start dates.
