Weslaco approves multiple solicitations, an RFP award and a railroad‑crossing repair contract

The commission also approved a solicitation for temporary employment and recruitment services to provide vetted, insured temporary workers for public works, parks and other departments; staff said the arrangement will fill short‑term vacancies and provide a recruiting pool for permanent hires after a trial period.
On contracts, the commission approved awarding RFP 2024‑25‑32 for a classification and compensation study to Management Advisory Group International Inc. after staff recommended that firm for overall value. The agenda described the award as “not to exceed $38,007.50” (the transcript contains a later inconsistent reference to $38,750 during discussion).
Public‑works staff presented a procurement to replank and rebuild the railroad crossing at North Bridge Avenue (Business 83) and recommended Rio Valley Switching Company; the commission approved $128,426.58 in combined estimates for the work and asked staff to coordinate traffic control and emergency‑vehicle routing with the fire chief.
Separately, with permanent engineering staff now in place the commission approved terminating the interim professional services agreement with SWG (Sigler Winston) Engineering for interim city engineering services and thanked interim staff for their service. The commission also approved moving ahead with design work for a new Boys & Girls Club, pending receipt of a payment owed to the city.
Next steps: staff will finalize RFQ and RFP documents, execute contracts where required, schedule crossing repairs with traffic control plans and return to the commission with implementation details.
