Burleson 4B board unanimously adopts amendment to five-year capital plan

The Burleson Community Service Development Corporation (Type B) unanimously adopted an amendment to its five-year capital improvement plan on a motion by the Chair at the board’s meeting that began at 4:50 p.m.
Eric Oskerton, deputy city manager, presented the proposed changes, saying the amendment updates the 4B capital plan for FY2025–2029 and includes several additions for FY25. "We added the natatorium, indoor play structure, as well as the Chesapeake HVAC and facility improvements for this year," Oskerton said, and noted that items shown in green on the draft are additions while red indicates deletions.
Oskerton reviewed recently completed and planned work across city parks and recreation assets, saying Centennial Park is complete and the Chisholm Hall field turf has been renovated. He outlined other FY25 additions and out-year projects including improvements at Russell Farms (Chesapeake Building), a new playground at Bailey Lake, a replacement playground at Bartlett Park, additional bathrooms at Eldridge Park, and a study and eventual rehabilitation of Warren Park. Oskerton also said staff had been awarded a "green ribbon" grant for the second year and that related landscaping work would show funding in FY26.
When the Chair asked whether the on-screen list represented FY25 bond issuance projects, Oskerton said the FY25 projects would be included in the city’s notice of intent to fund if the board approved the amendment and recommended the board adopt the resolution amending the 4B capital plan.
The Chair moved to approve the resolution amending the 4B five-year capital plan; the motion was seconded and passed by unanimous vote. The board also approved the minutes from its April 21, 2025 meeting earlier in the session.
There were no public comments at the meeting. The Chair stated there was no need for an executive session and adjourned the meeting at 4:55 p.m.
