Burleson council authorizes eminent domain to secure land for Hooper Business Park drainage and road realignment

The Burleson City Council on July 21 voted to authorize the use of eminent domain to acquire property and drainage easements needed for the Hooper Business Park drainage improvements and realignment of County Road 1019.
Michelle McCullough, Deputy Director of Development Services and city engineer, explained the project requires a specific parcel and a permanent drainage easement so drainage outfall and the roadway realignment can be built. She told council condemnation would be used to obtain clear title if negotiation does not succeed.
Council adopted resolution CSO5842-07-2025, which describes the property as a 0.453‑acre (19,738 sq. ft.) tract described by document number 2014‑23765 and a 0.029‑acre (1,254 sq. ft.) permanent drainage easement, and authorized staff to proceed with the condemnation process as permitted by law. The motion was made and recorded as passed unanimously.
McCullough said the acquisitions are needed to proceed with construction of drainage and roadway improvements to serve existing and planned development in the area. The council’s action authorizes staff to move forward with the legal steps necessary to effect acquisition and title clearance.
