Burleson 4A EDC approves amended Chapter 380 agreement for Chisholm Summit development

The Burleson 4A Economic Development Corporation on Wednesday unanimously approved a first amendment and restatement of the Chapter 380 economic development and performance agreement for the Chisholm Summit master-planned community.
Eric Hoskerson, Deputy City Manager, told the board the development covers about 807 acres and contemplates roughly 3,000 residential units along with 100 acres of dedicated parkland, interconnected trails and about 28 acres of commercial nodes. "Chisholm Summit's an 807 acre master planned community, contemplating about 3,000 residential units," Hoskerson said.
The amendment transfers routine park and trail maintenance from a public improvement district (PID) to the homeowners association, while converting the PID to a capital PID to fund larger capital projects. Hoskerson said the city will still fund capital improvements for public parks in the future and the developer will dedicate proportionate shares of right of way for roadway improvements at no cost to the city.
On utilities, the amendment clarifies sewer impact-fee responsibilities and confirms the city is managing construction of certain sewer improvements previously expected to be built by the developer. Hoskerson said the city is designing a future west-side lift station sized at about 1.4 million gallons per day (1.4 MGD) and that developers would pay a proportionate share of capacity. "If the city decides for any reason to build it larger... then they would just pay the proportionate share," he said.
A board member initially restated a capacity number incorrectly; Hoskerson corrected the record, noting he had referred to about 1.4 MGD for the future lift station and that the currently built lift station for the business park has a different capacity. Hoskerson also said the current lift station under construction is nearing completion—electric service is being installed, pumps are set and wet wells and the building are built—and estimated roughly 60 days to finish the current work.
The amendment increases the planned site for Fire Station 4 from 3 acres to 8 acres on the west side of the parkway and updates language on annexation timing, right-of-way dedication and road construction eligibility for impact fees.
A motion to approve the amendment and restatement was moved and seconded and, as recorded by the chair, the motion passed by a unanimous vote. The chair noted the motion was recorded as "motion by Adam, second by Larry."
