Council directs negotiations on 2.45-acre Gardens Boulevard sale, nominates appraisal-board candidate and approves streetlight contract

Burleson City Council on Sept. 15 took a package of economic and infrastructure actions: accepting a single responsive proposal for a land sale, directing staff to negotiate a land-sale contract, approving a two‑year streetlight maintenance agreement, and formally nominating a candidate for the Tarrant Appraisal District Board.
Alex Phillips, Economic Development Director, summarized RFP 2025‑006 for a roughly 2.45‑acre greenfield site at 112 Southeast Gardens Boulevard. The minimum bid was $500,000; BTX Flex LLC submitted a $500,000 offer with a concept plan for 24,000 square feet split among four to five flex buildings for retail, office and light service uses. Phillips cautioned that engineering due diligence (including an on-site drainage flume) could change building layouts during negotiation.
“Part of the due diligence of the site, the buildings may change in size and scope because there is some drainage that goes through the middle of the site,” Phillips said. Council voted to accept the proposal and directed staff to prepare a land-sale contract; the minute order passed 5–0.
On infrastructure, Public Works Director Eric Thompson presented a recommendation to use the City of Dallas cooperative contract to authorize up to $350,000 over two years with Dalworth Lighting and Electrical Services for on‑demand streetlight repair and maintenance. Thompson described priority repairs funded by a July budget amendment (noting about 48 of roughly 60 fixtures were older and failing), and a planned step‑down of certain electrical services to address safety and reduce maintenance costs. Council approved the interlocal agreement unanimously.
Regarding county boards, the council also considered nominations to the Tarrant Appraisal District Board of Directors. Jana Lee Humbry (assistant to the city manager) reviewed eligibility and timelines; a motion to allocate all three of Burleson’s votes to Gary Losada carried unanimously.
What happens next
Staff will enter negotiations with BTX Flex and return a negotiated land-sale contract for council consideration. Streetlight repairs will be authorized as needs arise and funds allow. The city secretary will submit the formal nomination for the appraisal district board per the county’s schedule.
