Council awards Southwest Alsbury construction contract, approves Alsbury Phase 3 design and a development agreement

The Burleson City Council on June 16 approved multiple infrastructure items related to Alsbury Boulevard and a development agreement tied to an ETJ project.

Travis Ottanasio, senior capital engineer, presented a professional-services agreement with Friese and Nichols for schematic-design services on Alsbury Boulevard Phase 3, explaining the work covers environmental clearance, TxDOT coordination and schematic design needed to pursue federal funding. Council approved the agreement unanimously.

Separately, council considered bids for Southwest Alsbury Boulevard (Phase 2) and the staff-recommended award to Clutes Construction LLC for bid alternate 1, with a contract total of $7,810,428.89 including contingency. Staff said right-of-way acquisition had completed and the contract includes staging and a 382-calendar-day base time with a 90-day closure window for a phase where County Road 1020 will be closed. Council approved the contract by unanimous vote.

Council also approved a development agreement with Phelps Real Estate and associated entities to enable a build-to-rent concept, wastewater infrastructure planning, an ETJ release and future strategic partnership/MUD formation; staff recommended the agreement and the council voted to enter the agreement unanimously.

Staff said environmental clearance and federal funding coordination remain steps before final construction schedules will be firmed; contract award includes notice to proceed once executed.
