Burleson 4A EDC adopts FY26 4A fund budget, outlines CIP and 1020 widening contributions

The Burleson 4A Economic Development Corporation voted unanimously on July 21 to adopt the FY26 annual budget for the 4A fund after a presentation by Kevin Hennessy, the interim director of finance.
Hennessy outlined the proposed operations and incentives for the 4A fund, reported a proposed ending fund balance of $4,800,000 and said the accompanying five-year capital improvement plan shows $5,000,000 planned for FY26. He said there were no supplemental items for this budget cycle.
Board members asked for clarification on the Alsbury Boulevard project (referred to in the meeting as the 1020 widening). A staff member clarified that a prior allocation of $4,000,000 was identified for design and partial right-of-way acquisition on the 1020 widening and that the $5,000,000 shown in later years represents the EDC’s contribution toward any future federal funding the project may receive. Hennessy and staff characterized the latter amount as a contribution to leverage potential federal funds, not as an immediate construction contract.
A board member moved to adopt the FY26 budget and another seconded. The presiding officer announced the motion passed by unanimous vote. Earlier in the meeting the board also approved the minutes from the July 21 session. There were no public comments on the agenda.
The meeting closed after brief procedural items; no executive session was requested and the presiding officer adjourned at 4:07 p.m.
