EDC approves narrowing of blanket easement at Hooper Business Park

The Burleson 4A Economic Development Corporation on July 21 approved an amendment to a 1955 right-of-way blanket easement that affects Hooper Business Park, reducing the easement area from a broad blanket across the property to a defined 4,950-square-foot parcel.
Alex Phillips, the city's economic development director, told the board the EDC purchased the 106-acre Hooper Business Park site in 2021 to attract regional and national headquarters and that the amendment would confine the easement to a much smaller footprint while preserving the operating company’s rights to maintain, inspect, operate and repair pipelines. Phillips said the EDC will execute and file the document with the county and that filing will cost the EDC about $60.
During brief questions, the presiding officer asked whether the narrowed easement would interfere with planned construction; Phillips said it would not and that he had coordinated with the city engineer, Michelle McCullough, and with Phillips 66, which he described as the ultimate owner of the easement. The presiding officer characterized the blanket-easement concept as unfamiliar, saying, “Blanket easement's kind of a new concept on me.”
A board member moved to approve the amendment and another seconded. The presiding officer announced the motion passed by unanimous vote. The EDC will execute and file the amended easement with the county to finalize the change.
The action affects the planned Hooper Business Park site and, according to the presentation, supports planned uses including the future headquarters of Craftmasters Trade School.
