Bradley County approves $110,897 in ARPA funds for Hiwassee Utilities to finish SRF water projects

The Bradley County Commission voted unanimously on Jan. 20 to appropriate $110,897 in American Rescue Plan Act (ARPA) funds to the Hiwassee Utilities Commission to complete water renovation work covered under an SRF loan.
Commissioner Milan M. Blake introduced the mayor's resolution (Resolution 2026-01), and Commissioner Cindy Slater seconded the motion. The roll-call vote was 12-0 in favor. The resolution is recorded in full in the meeting packet and authorizes the Bradley County mayor to execute an amendment to the original agreement with Hiwassee Utilities Commission to effect the appropriation.
The resolution notes Bradley County adopted a plan for ARPA allocations by Resolution 2021-50 and states the county's estimated ARPA allocation at approximately $21 million. The Hiwassee Utilities Commission, created in 1972, operates a water treatment plant jointly owned by Bradley and McMinn counties and serving multiple municipalities. The document says Hiwassee originally requested $425,000 from the county and later sought an additional $110,897 to complete the SRF loan renovation projects; the county previously made a July 3, 2023 appropriation toward that request.
By approving the resolution, commissioners directed the mayor to sign an amendment to the original agreement to allocate the additional $110,897 from the funds reserved for public water projects under Resolution 2021-50. The resolution and related budget amendment are included in the meeting attachments.
