Jefferson said the city‑side waste projection is about 67,600,000 gallons annually, representing roughly $184,000 in avoided cost against the program's $73,500 price tag. "If we had done this field investigation on our own, it would have taken us 7.5 years to complete that," Jefferson said, noting the contract allowed a systemwide review in under a year.
Staff emphasized the program allowed prioritization of repairs that best reduce water loss and help avoid TCEQ penalties. Council offered praise and no further questions were recorded.
