Burleson moves to update ambulance billing rates under new Texas law

The Burleson City Council on first reading approved an amendment to the city’s fee schedule to align published emergency medical services (EMS) and ambulance rates with new state law and Texas Department of Insurance (TDI) reporting requirements.
Fire Chief Casey Davis explained the change is governed by Senate Bill 916 and recent TDI rules; the law created a statewide EMS rate database and restricts how localities set annual adjustments. "The Senate Bill 916…allows annual adjustment once per year," Davis said, describing an allowed adjustment of up to 2% this fiscal year or the lesser of 2% and 10% of the prior‑year Medicare ambulance inflationary factor.
Davis told council the city must post rates by March 23, 2026, to remain in compliance; he recommended adopting the 2% adjustment on first reading so staff can file with TDI and then bring a related mechanism back during the next budget year. The council moved (mover: Adam; second: Larry) and passed the measure unanimously on first reading.
If approved on second reading, the change will adjust Burleson’s published EMS rates in TDI’s database and affect billing and insurance reimbursement calculations going forward.
