Burleson council updates meeting rules, removes Texas pledge from order of business

The Burleson City Council unanimously adopted amendments to Council Policy 17, revising rules for agenda packets, speaker procedures, and the order of business.

Assistant City Secretary Lisandra Lille explained the package of changes recommended by the council policy evaluation committee. Key changes include removing financial documents and certain contact information from the online agenda packet (documents remain available via the Texas Public Information Act), requiring applicants to provide handouts five days before the meeting (changed from 72 hours), and confirming that applicants will not be timed.

The committee also added a formal proclamation process and included language permitting the presiding officer and city attorney to limit an applicant's time if appropriate. In addition, the policy now allows the council to choose to require a vote to adjourn a meeting rather than ending a meeting on a simple motion and second—an option proponents said would guard against abrupt adjournments. "If at least four of them say no, it was just to prevent anybody from just coming up here and just…" one councilmember said in debate, arguing the change focuses on future councils.

Councilmember Dan moved to approve the amendments, a motion seconded by Larry; the council voted unanimously to adopt the updated policy.

The revisions are intended to balance transparency, security (avoiding posting proprietary contract details online), and clearer expectations for applicants and council procedures.
