Morrison said staff identified a $617,145 shortfall and proposed transferring funds from sewer bond savings and other water‑and‑sewer rehab projects to close the gap. "We're proposing an 8% contingency on this project," he said, and added that the city expects to issue a notice to proceed in April and complete the 60‑calendar‑day contract by summer.
Council members asked staff about vetting the low bidder; Morrison said staff had contacted municipal references who provided positive recommendations. Following discussion, a motion to award the contract (mover: Victoria; second: Dan) passed unanimously.
The contract will be financed with identified sewer bond funds and transfers from related rehab projects, per staff presentation. Construction testing and quality‑control contracts will be issued to confirm delivery of the work.
