Budget committee amends mayor’s FY2027 operating budget to CD1 and reports it out for second reading

On March 30 the Honolulu City Council Budget Committee reviewed proposed amendments to Bill 22‑20‑26 (the executive operating budget for FY2027). Following detailed departmental testimony and debate about storm recovery, grant‑funded programs, policing incentives and capital versus operating classifications, Budget Chair Tera Okimoto recommended the bill be amended to a CD1 that incorporates the adjustments discussed during the hearing.
"The chair recommends that bill 22 20 26 be amended to a CD 1 that incorporates the changes described during the discussion today and makes any technical and non‑substantive amendments that may be necessary," Chair Okimoto said; hearing participants did not record objection to the recommendation and the chair ordered the bill reported out for second reading and scheduling of a public hearing.
The CD1 reflects the committee’s preliminary dispositions on a range of six‑ and seven‑figure items — accepting some targeted position adds (for example, three OER community equity liaisons), deferring or declining others, and flagging storm recovery spending that may move to CIP or require rainy‑day funds. The CD1 is not a final budget; second reading, a public hearing, and subsequent council votes remain before adoption.
Next step: the council will schedule a public hearing and proceed with second reading where members may reopen items or propose new amendments prior to final vote.
