Melanie Alexandra, director of the Muscatine Arts Center, told the council she had been “completely kept out of the loop” on the proposed change and reminded members that the center exists because of a series of gifts beginning in 1965, later reinforced by agreements in 1973 and 1981. “These are not vague aspirations. They are clear statements of responsibility tied to donor intent and the city’s acceptance of these assets,” Alexandra said during an extended public‑comment period.
