Advisory council reviews countywide EMS protocols, AED access and funding limits for community paramedicine

Wapello County’s EMS advisory council used its April 14 meeting to discuss adopting a single set of countywide EMS protocols and an electronic continuous-quality-improvement process, and to review community programs such as public AED coverage and community paramedicine.
Mark and Chair Tim Richmond reported they are reviewing the free version of One‑Dose to provide countywide protocols; meeting notes say the paid version costs around $4,000 and is better suited to patient-transport workflows. Monroe County was cited as an existing One‑Dose user.
On community education and equipment access, members discussed improving identification of public-access AEDs through mapping and signage and noted most AEDs in the county are configured for adult patients only. Tim Richmond said rural placements are increasingly difficult to fund through grants because of stricter state location requirements; the council identified the Miller Chapple Church area as a desired location for an additional AED.
The minutes record that there is no government funding available for Rural Health Response and that starting a community paramedicine program would require grant funding and a sustainability plan. Tim also said he will share information from a meeting with Sydney Marshman of Happy at Home Consulting; the program — which partners with Milestones Area Agency on Aging — is offering a fall prevention program for older adults in southeast Iowa.
The council asked members to bring ideas for an “Ideal EMS System Vision” document to the next meeting and emphasized the need for a solid plan and stable funding before presenting changes to governing bodies.
