Council members said the pilot would target specific townships for trial runs and would require volunteers to be vetted and carry standardized response kits that include AEDs, trauma supplies and first‑aid materials. Mark, a committee member, said he will call William at Van Burean County on April 15, 2026 to learn how that county’s United First Aid teams are organized.
The council emphasized that volunteers would be expected to hold CPR/First Aid certification rather than be required to be EMTs or EMRs, which the group said could expand the candidate pool. Members discussed using township teams to respond to EMS calls in place of firefighters in situations where that is appropriate, and identified the Ottumwa Housing Authority towers as a high‑response location where a local team might be beneficial.
On workplace preparedness, the minutes note that John Deere and JBS have employer response teams while Plastic Pak and Dr. Pepper do not; the council discussed sending letters to larger companies to inventory existing emergency capabilities and identify what they would need to set up a team.
Next steps recorded in the minutes included Mark’s planned call to Van Burean County, the development of volunteer-vetting criteria, and preparing a clear plan and funding approach before taking proposals to governing bodies for approval. The council approved the previous meeting’s minutes and set its next meeting for May 12, 2026.
