Summary
On April 23 the Poweshiek County Board of Supervisors awarded a $1,275,700.50 contract to DeLong Construction for grading and surfacing of 100th Street and heard that a FHWA bridge grant will cover about 65% of costs for two Diamond Trail bridges; routine payroll and liquor permits were also approved.
The Poweshiek County Board of Supervisors on April 23 voted to award a $1,275,700.50 contract to DeLong Construction of Washington, Iowa, for Project L-2026-01 — grading, culverts and granular surfacing of 100th Street between 480th and F46.
County Engineer Lyle Brehm opened sealed bids and reported the low bid of $1,275,700.50 from DeLong after reviewing bid bonds and proposal guarantees. Brehm recommended that the board accept the low bid and proceed with contract documents. Supervisor Jeff Tindle moved to award the contract and Supervisor Jacki Bolen seconded; the motion passed on a 3-0 vote, and Chairperson Jason Roudabush was directed to sign the contract documents.
The decision follows bids ranging from $1,275,700.50 to $2,009,179.91 from seven firms. Brehm told the board he would verify bid details before finalizing paperwork.
In other infrastructure updates, Brehm reported progress on Ewart Road (F46), saying contractors are placing rock now and expect to begin paving the next week; the road is closed to through traffic but locals retain property access. At the bridge project south of Deep River on 520th Avenue, Brehm said all piles are driven and substructure concrete is complete; crews were placing riprap under the bridge and forming the deck.
Brehm also said Poweshiek County had two bridges on Diamond Trail near IA 146 included in an application to the Federal Highway Administration's Competitive Highway Bridge Program. He said he recently learned the grant was awarded to Iowa and that the FHWA program will pay about 65% of the cost for the county's bridges; the remaining costs will come from county bridge funds and Farm-to-Market funds. Brehm estimated the work would begin in the summer of 2028.
Routine business approved at the session included payroll for April 24, 2026 in the amount of $334,199.72 and three special-event liquor license applications for Triple K Sips LLC, dba Lucky Wife Wine Slushies, for events on May 23, July 4 and Sept. 5 at 1786 328th Ave, Brooklyn; each motion passed on a 3-0 vote.
Ryan Lowe of North Risk Partners gave the board a quarterly update on property, liability and workers' compensation insurance. Supervisor Jacki Bolen said she will attend an upcoming Region 6 meeting and a Healthy Choices meeting on Monday. The board adjourned at 10:13 a.m.
