County engineer outlines FY27 secondary roads five-year program; supervisors approve budget

The Muscatine County engineer presented the DOT FY27 secondary roads five-year program and associated budget during the March 30 supervisors meeting, and the board approved the plan in a subsequent motion.
The engineer said the DOT budget figures match the county's FY27 figures and summarized major FY27 projects, including BRS 74 (Bridge 121A replacement on F58) and SDP 79 (PCC reconstruction of F58 from the Wilton city limits to Cedar County). "Most likely, the bridge will happen first, and then once that's completed, they'll begin paving," the engineer said, noting the county intends to coordinate with Cedar County to reduce public impact.
Staff also identified a group of smaller projects under 'Call 27'—culvert and small box culvert repairs—and said FM 78 (230th Street) PCC reconstruction has plans submitted for the August letting and is likely construction in 2027. The engineer reviewed FY28 and FY29 candidate projects and said many paved-route bridges built in the 1960s and 1970s will require ongoing attention.
Supervisors asked detailed questions about a specific 180th Street box culvert and stream alignment; the engineer said the design calls for abandoning the old box and installing a new box culvert west of the existing structure and raising the road profile to improve flow and reduce a sharp vertical curve.
After the presentation and discussion the board voted to approve the DOT FY27 secondary roads five-year program and budget by voice vote.
