Commissioner Perez expressed concern about fairness to current permit‑payers and urged a cap. Urquhart recommended a $2.5 million cap as sustainable within current reserves. The resolution passed 6–1.
Staff said any consultant procurements or program expansions would return for commission approval, and that waived permits will expire if the work is not initiated within 180 days.
