Council honors farmers and Holocaust survivors, and backs local food procurement challenge

The Montgomery County Council opened its March 24 session with two proclamations and a resolution linking the day's celebrations to county policy.
Council President Natalie Fani Gonzales introduced a proclamation for National Agriculture Day to be presented by Council Vice President Marilyn Balcom and others. Vice President Balcom thanked farmers and local agricultural partners for their contributions to food security and described the county’s support for agricultural producers; county figures cited during the proclamation included an annual economic contribution figure and acreage and farm counts presented by staff. Mike Scheffel, director of the Office of Agriculture, thanked the council and described the county's diversity of agricultural producers.
The council then presented a proclamation recognizing Yom HaShoah (Holocaust Remembrance Day). Sponsors described rising antisemitism in the county and announced a community-wide commemoration hosted by the Jewish Community Relations Council of Greater Washington on April 12. Holocaust survivor Manny Mandel accepted the proclamation and read a prayer, asking the room for a moment of silence: "All I ask is that you stay silent. All of us together, amen," he said. Several survivors and community representatives introduced themselves and noted their involvement in local remembrance and education efforts.
Later in the session the council unanimously adopted a resolution supporting the Council of Governments’ local food procurement challenge, a measure intended to dedicate a portion of public food spending to local and regional producers and strengthen regional supply chains. "Montgomery County is going to become the first jurisdiction in the region to do it," the resolution's sponsor said, adding that other jurisdictions had signaled interest in following the model. The resolution also designates a point person for regional collaboration and aggregation strategies.
The proclamations and the procurement resolution passed without recorded opposition. Council members said the actions reflect both symbolic recognition and concrete policy steps to support local food systems.
