Parowan approves $1,500 contribution to Utah Patchwork Parkway; committee seeks additional match for kiosk grant

Nancy Dalton, who presented the annual report and budget for the byway communities, told the council that design plans are complete but early construction bids for the project came back far higher than expected. "The second round came in at about $358,000," Dalton said, a figure she described in the meeting as roughly "212 percent over the grant budget and the engineer's cost estimate." Because of the high bid, the committee turned back the construction portion, refined the scope and pursued the Outdoor Rec Tier 1 grant track.
Dalton explained the grant’s matching requirements and local contributions. She said the Outdoor Rec review recommended roughly a 70% grant / 30% local split (the county breakdown she described had Iron County initially at 40% and Garfield at 20%, but the byway committee negotiated the local match to 30%). For Parowan’s share, Dalton described a proposed year‑one cash match of about $3,001.31 (part of a total local match that would be split across two budget years) and said the byway committee is also counting in‑kind labor and donated public‑works crew time to reduce cash needs. The council approved the regular $1,500 contribution by motion and voice vote.
Dalton also noted partner support: local counties provided letters of support and the Dixie (Cedar Ranger) District agreed to donate two crew members to help with construction at two kiosk sites, which the presenter said reduces costs. The committee plans to solicit bids in the fall if the grant is awarded; Dalton said fabrication typically takes five to six months and installation would follow.
The presentation was treated as a work item: the council did not make a final decision on the larger grant local match at this meeting but Dalton said the group would return in two weeks to ask for a formal decision if needed.
Outcome: $1,500 annual contribution approved; further funding decisions on the Outdoor Recreation grant local match were deferred pending formal action at a subsequent meeting.
