The Madison Parish Police Jury approved Resolution 2025-07 setting 2025 millage rates and unanimously approved a resolution authorizing Capital Area Finance Authority (CAFA) bonds to finance loans for first-time homebuyers; jurors also approved administrative items and infrastructure priorities.
Madison Parish Police Jury members met in Tallulah on April 28, 2025, and adopted Resolution 2025-07 setting the parish's 2025 millage rates and approved a separate resolution authorizing the Capital Area Finance Authority (CAFA) to issue bonds to finance loans for first-time homebuyers.
The CAFA presentation was given by K. Delahoussaye of the Capital Area Finance Authority, and juror Jerry Hicks moved to approve the CAFA bond authorization, seconded by Dave Wilson. The resolution passed on roll call with each district voting "yea." President Jane Sanders presided over the vote.
Resolution 2025-07 lists specific millages to be levied on the 2025 tax roll, including: General Fund ' Inside 1.63 mills and Outside 3.27 mills; Library 3.56 mills and Library (2002) 1.94 mills; Health Unit 1.18 mills and Health Unit (2002) 1.50 mills; Courthouse & Jail 2.71 mills and Courthouse & Jail (2007) 7.00 mills; Garbage Collection 9.03 mills; Roads, Bridges, Drainage 17.10 mills; Madison Voluntary Council on Aging 1.00 mill; Parish Public Transportation 1.00 mill; and Fire 2.00 mills.
Juror Stanley Ogden moved to approve and adopt the 2025 millage rates; the motion was seconded by Jerry Hicks and was carried by the jury. The resolution directs parish administrative officials to spread and collect the taxes as provided by law and states the taxes shall be a permanent lien on taxable property as set forth in the resolution.
The meeting also recorded routine administrative approvals related to payment of invoices, travel to the OPAO conference, and the 2025 Road Priority List; these items were approved by motion without extended discussion. Attorney M. Williams was appointed to the Economic Development Board in a unanimous vote.
The jury's actions on millage rates and the CAFA bond authorization set tax and financing parameters that will affect parish revenue allocation and a financing pathway for first-time homebuyer loans. The jury adjourned following approval of the road priority list and other routine motions.
