Planning commission accepts Livingston’s 2025 housing‑element progress report; directs staff to submit to state

The Livingston Planning Commission on March 3, 2026 received the City’s 2025 Annual Progress Report on the housing element and voted 3-0 to recommend the City Council direct staff to transmit the report to the California Department of Housing and Community Development and the Governor’s Office of Land Use and Climate Innovation.
Jayla Smith, a contract planner with JB Anderson Land Use Planning, told commissioners the city received one entitlement application for 612 East Avenue (a parcel map) and issued 90 building permits in 2025, including roughly 80 multifamily permits tied to the River Glen/Lehi Help project; staff noted one triplex permit and seven accessory dwelling‑unit permits. Smith said the city’s Regional Housing Needs Allocation (RHNA) for the cycle is 1,097 units and that, accounting for recent permit activity, the city’s remaining obligation stands at approximately 999 units.
Smith described the annual progress report as an implementation summary—required to be filed with the state each April—not a component of the ongoing housing‑element update process. Staff recommended the commission approve the attached resolution directing staff to submit the progress report to the state; the commission moved, seconded and approved that recommendation by roll call.
Community development staff also briefed commissioners on recent council actions tied to housing and planning: the council adopted an ordinance updating the city’s building code to the 2025 California Building Standards, approved a zoning text amendment on housing development standards on first reading (second reading scheduled March 17), and approved the parcel map at 612 East Avenue. Staff said the city will continue work with its consultant to address RHNA site capacity and to seek an amended submittal to HCD where needed.
The report will be submitted to state agencies as required and will be presented to City Council for formal acceptance.
