County staff reported that eight bids were opened on March 3 for the Lateral 11 project and that alternate bid pricing produced a substantially lower price for the dual‑wall plastic (HDPE) alternate compared with reinforced concrete. The engineer noted landowner feedback favoring the dual‑wall plastic alternate. The board, on recommendation of the trustees, approved awarding the low bid on the dual‑wall plastic alternate by voice vote.
Separately, trustees and staff discussed a judge’s decision in a lawsuit (involving a claimed historic 36‑inch tile) and noted an appeal filed by plaintiff Joe Gochee. The trustees recommended notifying all affected landowners in DD‑4 Lot 11 and providing a full copy of the judge’s decision and the appeal filing. The board approved that notification motion by voice vote; board members noted that the cost of mailing and any assessment implications would be borne by the district and that landowners will receive formal written notice.
The board also directed staff and the county engineer to prepare contracts, notifications and any required paperwork to proceed with awarding the construction contract and to notify landowners of both the bid award and the litigation status.
