Staff say ECOS engagement highlighted housing, transit and climate themes; committee debates labeling of comments

CCRPC staff summarized ECOS engagement that prioritized housing, transit, food access and climate; committee members questioned the use of the term “exclusionary” for some comments and discussed how to respond constructively.
Staff presented results of the ECOS public engagement effort and outlined next steps to integrate input into the ECOS plan.
Planner Sarah Muskin said the engagement prioritized discussion with underrepresented communities and staff had prepared a written summary that was circulated by email. "People appreciate the natural beauty of Chittenden County," Muskin said, and common themes included housing affordability and diversity of housing types, transit, food access, conservation and addressing climate change and renewable energy.
Anne Nelson Stoner said staff addressed every comment in the summary document, though some survey comments were handled separately. "Every comment from the summary document was addressed (except for some comments received through the survey)," A.N. Stoner said. Committee members expressed concern about the label "exclusionary" used for some comments; Matt Boulanger and others asked whether that term risks dismissing frustrated residents and how to transform criticism into productive discussion.
Darren Schibler urged curiosity and probing underlying concerns to help reconcile opposing viewpoints and avoid undermining the planning process. Staff said they will continue integrating feedback into plan text and communicate back to participants about how their input is incorporated.
