PAC recommends updated plan review guidelines to CCRPC Board; motion passes unanimously

Darren Schibler, CCRPC senior planner, presented proposed updates to the Plan Review Guidelines — chiefly changes to Appendix A after the HOME Act and to Appendix C following updates to the State Comprehensive Energy Plan. Schibler said changes add criteria, include new forest block information, and revise vernal pools to be treated as a known constraint.
Cymone Bedford moved that the PAC recommend the updated plan review guidelines to the Board for adoption; Chris Yuen seconded. The motion passed unanimously. Earlier in the meeting Chris Yuen had moved to approve the August 14, 2024 minutes; that motion also passed unanimously.
Under other business the committee decided not to meet on the proposed November date (members expect the next meeting to occur December 11). Staff requested members email information about regional Act 250/Section 248 projects on the horizon. The committee noted Williston staff’s letter to developers about interim Act 250 exemptions and received notice of an updated CCRPC Technical Assistance Policy that includes a hosting fee for municipal web map viewers starting in FY26. Taylor Newton raised interest from multiple municipalities in jointly funding an outward‑facing community engagement position at CCRPC. Chris Shaheen introduced himself as the new town planner for Jericho during open forum.
Next procedural steps: CCRPC staff will send the full updated Technical Assistance Policy via email, accept project horizon information from members, and present the recommended plan review guideline changes to the CCRPC Board for consideration.
