TAC reviews regional project priorities and small-scale safety grant opportunities

CCRPC staff and GBIC representatives described updates to the Regional Project Priority list and reminded members about VTrans small-scale safety grants ($1.5M total, max $50K per applicant) and ADA/Title VI one-pagers for local agencies.
Eleni Churchill (CCRPC) and Sam Andersen (GBIC) briefed the TAC on the semiannual Regional Project Priority (RPP) list used by the state and noted five additional projects beyond the core ten that are recognized though not eligible for extra scoring. Projects on the RPP receive extra points when applying for Northern Border Regional Commission grants; selection is made by a committee representing multiple interests.
On chair and members’ items, staff highlighted the VTrans Small Scale Safety Grants program, a $1.5 million statewide pool intended for quick-build, low-cost safety improvements such as signage, striping, guardrail, rumble strips or fixed-object removal. The maximum award per applicant is $50,000 and awards can cover multiple projects. Staff also pointed members to VTrans one-page ADA and Title VI guidance for local public agencies to simplify compliance.
Members discussed a site-level question from Chris Yuen (Essex Junction) about installing rectangular rapid-flashing beacons (RRFBs) where numerous utility poles exist; Norm Baldwin said utilities could be moved but that could add cost, and Sai Sarepalli suggested overhead lighting as an alternative to a HAWK or PHB signal.
