Presenter urges aligning land use with frequent bus networks to boost ridership

Consultant and PAC member Chris Yuen presented a guide on Aug. 14 explaining how land use can make bus service more useful and reliable.
Yuen highlighted three essential actions: "Organize development around the frequent network," "Make it easier to walk to service and ensure bus stops are safe," and make efficient bus operation possible. He described factors that influence access — density, walkability, continuity, mix of uses and route linearity — and offered examples from Ireland where bus mode share is higher.
When asked how the guide defines "reasonable walking distance," Yuen said he was not sure a single distance fits all people and suggested "using time as a metric instead of distance" because walking tolerance varies by person. CCRPC staff member Eleni Churchill said the commission typically considers a quarter mile as reasonable for its planning work.
Members discussed tradeoffs such as route straightness versus proximity to major stops, and noted that the regional transit provider, Green Mountain Transit, faces fiscal pressures, which heightens the need to design places that support viable ridership levels.
Yuen shared a guidebook link and examples to help members consider local application of the principles.
