PAC approves July minutes; meeting reviews stream permitting and engagement work

The Chittenden County Regional Planning Commission’s Planning Advisory Committee on Aug. 14 unanimously approved its July 10, 2024 minutes and moved on to several staff reports and presentations.
Ravi Venkataraman moved to approve the prior meeting’s minutes; Paul Conner seconded and the motion passed unanimously, according to the meeting record.
Staff and members then discussed municipal permitting procedures for temporary emergency stream alterations after a Natural Resources staff introduction. Dan Albrecht, Natural Resource Program Manager, introduced Kyle Medash of the Vermont Department of Environmental Conservation, who advised municipal staff to “get in touch with … the river manager engineer” first when work is proposed in a river and stressed following the stream alteration standards so that after‑the‑fact permits are not problematic.
Committee members also heard that Richmond had adopted an emergency measure enabling selectboard authorization to proceed with emergency stream work on the Winooski River. Staff requested project information for regional Act 250 and Section 248 projects that are on the horizon.
Alex Weinhagen assumed the role of chair after Paul Conner’s departure and adjourned the meeting at 4:06 p.m.
