Staff said the city purchased a site at 26263 Forest Boulevard for a future city hall and police department and has completed space-needs assessments and preliminary planning. Wold Architects and Kraus Anderson provided project-service proposals; staff said fees are outlined in the proposals and that additional amendments will follow as design development proceeds.
Several council members questioned rising cost estimates: one member said project estimates had increased from about $9 million to just under $12 million and recalled prior single-building estimates that reached $19–20 million. Other council members urged moving forward to avoid further inflation and noted a phased approach can deliver multiple buildings at lower combined cost than a single new public-safety facility. Staff said the team will consider alternates (for example, adding a garage as a later alternate bid) and bring amendments as estimates firm.
After discussion, the council approved the Wold Architects agreement and the Kraus Anderson amendment by voice vote. Council members said they expect additional amendments as design development proceeds and asked staff to monitor costs and change orders closely.
