Staff explained the grant application would seek up to $500,000 to fund infrastructure—road, water, sewer, curb and gutter—on roughly 3.5 acres behind Casey's, a site the city envisions for about 15 houses. A staff member said the grant requires a $500,000 match and suggested possible match sources including tax increment financing, bonding or assessments; staff said the city could withdraw the application if matching concerns remain.
Grant staff told the council the application is due June 12 and that award decisions would likely be announced in the fall; construction would not occur until 2026 if the city is successful. Councilors asked whether the city could budget for any remaining match in 2026 and emphasized coordination between economic development staff and finance.
The council voted to authorize the application. Staff said they would continue to pursue matching sources and would return to council if additional commitments were required.
