Wyoming council approves interim conditional-use permit for cannabis microbusiness, bars retail sales on site

The Wyoming City Council on Nov. 4 approved an interim conditional-use permit for a cannabis microbusiness at a five-acre site, granting the applicant permission for cultivation and limited manufacturing under mitigation conditions and explicitly prohibiting on-site retail sales.

Staff (Miss Lindquist) described the microbusiness as permitting cultivation, manufacturing and retail, but noted the planning commissions recommended condition that retail sales not occur on the site. The agenda listed the applicant as Matthew Klein and the property owner as David Rosenstebid.

Council members questioned operational details; the applicant (speaking in the meeting) described odor-control systems (a two-phase EcoZorb arrangement with carbon filtration), dark-sky-compliant security lighting, infrared perimeter cameras, on-site private well water and managed wastewater with soil sensors, and said the business expects multiple harvests per year. The applicant emphasized he was not planning to use CO2 enrichment and said the operation would be "very self contained." He also explained drying and packaging would occur on-site in a secured trailer and that transport would be scheduled.

After the question-and-answer period the council moved and seconded the resolution to grant the interim conditional-use permit (Resolution 25-11-113). The motion passed by voice vote. The resolution contains the condition that retail sales are not allowed on the site; any changes (including retail) would require an amendment to the permit and additional review.
