Council approves variances and plats for Sunrise Riverbank development

The Wyoming City Council voted Nov. 4 to approve variances for Outlot A and Outlot B and to adopt both the preliminary and final plats for the Sunrise Riverbank project, a development that includes wetland-banking constraints and irregularly shaped outlots.
Planning staff explained the outlots were created because portions of the site were ineligible for wetland banking; those outlots will be owned by the homeowners association and intended for recreational access and trails to the Carlos Avery area. Miss Lindquist told the council the variances address lot width, frontage and depth issues and that conditions of approval prohibit development or utilities that would convert the outlots to buildable parcels without a full city process.
Applicant representative Jason Root (EG Root and Sons) said the trail components are intended primarily for residents associated with the development, and that a separate public park tied to the residential plat will remain public. Council members asked about access, the presence of an adjacent rental house (clarified as not part of the outlot), and other technical questions; staff reiterated that the outlots are not intended for development and any change would require a formal city process.
Council moved, seconded and approved the variances (Resolutions 25-11-109 and 25-11-110) and then approved the preliminary and final plats (Resolutions 25-11-111 and 25-11-112) by voice vote.
