The Wyoming City Council voted Nov. 4 to adopt the final assessment roll for the 2024 Street Improvement Project, approving special assessments to cover about 20% of assessable surface and drainage costs.
City staff told the council the total project cost was "about 1,790,000," with special assessments accounting for roughly $351,000 and the city's share about $1,438,000. Mr. Erickson said the assessments reflect surface and drainage work only; trail and other non-assessable elements were excluded.
The council's action follows the statutorily required assessment hearing and a presentation outlining project scope, existing roadway conditions, drainage fixes and contractor rework. Mr. Erickson noted the city used a competitive bidding process and that the assessment per unit differs for rural and urban sections: the rural per-unit assessment was stated as $3,915.76; the urban per-unit assessment was stated as $4,122.36. He said the project uses a 10-year term with a 5% interest rate for assessments.
Property owners were given two pay options: prepay in full without interest within 30 days of the hearing (Dec. 4) or have the assessment spread over 10 years as part of their property tax bill at the cited interest rate. Mr. Erickson explained owners may also pay off the assessment in subsequent years provided payment is received by Nov. 15 of the year the owner chooses to pay the balance in full.
The council moved and seconded the resolution to adopt the assessment roll; the motion passed by voice vote. The public hearing was opened and closed with no members of the public speaking.
The council can expect certified assessments to be forwarded to the county auditor if the certification is executed after the citys final action. Property owners with objections were reminded they may file a written appeal within 30 days with Chisago County, per the notice described at the hearing.
