City finance staff presented the commission with mid‑year financial statements and a forecast that license‑plate revenue will decline modestly in coming years as more specialty plates compete for purchases.
"We've received 2 payments for a total of 825, almost $826,000," Paul Bresnahan, senior financial analyst, said, reporting total revenues of about $962,000 as of Feb. 28 and program expenditures of roughly $1,238,000. Bresnahan said the commission began the fiscal year with about $6.2 million in cash and is currently holding about $5.9 million.
When commissioners asked how much of the existing awards are committed into future years, Bresnahan said roughly $800,000 of program awards extend into future years and that estimated unspent portions often return to unallocated funds if projects under‑spend.
Bresnahan forecast a continued annual decline of about 5 percent in license‑plate revenue, citing increased competition from other specialty plates. "When Centennial was started 20 years ago, you were, like, the only plate in town," he said.
Commissioner Cedric proposed forming a small working group with city partners to design a targeted digital and grassroots campaign to promote the Centennial plate. Several commissioners volunteered; the mayor asked for three members so the group would avoid tie votes. The commission did not commit additional funds to a campaign during the meeting but authorized staff to work with volunteers to develop options for a future agenda.
