EDA approves marketing of Old Town parcel while Stantec studies water capacity

The Dayton EDA on Sept. 9 authorized marketing of a city parcel in Old Town while flagging infrastructure constraints that could limit certain development types.
Staff and water-system personnel described current conditions: two wells, variable-speed pumps and a storage tank with about 1,000 gallons of usable water at a moment-in-time. Staff explained that while the wells can pump at higher rates, the underground piping currently restricts flow. "So for the pumps were to go down to the wells, go down, we have 1000 gallons of water to suffice in that area," staff said; he added the restriction appears to be the pipes in the ground, which is expensive to replace.
Members said developers that require commercial sprinkler systems, restaurants or similar uses may not be feasible without upgrades. The board nonetheless voted to market the parcel with IGA to gauge developer interest but required that outreach be coordinated with results from the Stantec water study. "Marketing the land property," the chair said after the motion passed by voice vote.
Staff listed next steps: IGA will initiate outreach, Stantec’s study will identify choke points (wells, storage or piping), and the EDA will consider infrastructure funding only if outreach yields commitments and engineering identifies specific upgrades.
