The Dayton City Council authorized a utility master‑plan study focused on the Historic Village area to identify what water and sewer upgrades would be needed to support redevelopment and higher‑density uses.
Staff explained that the city can currently produce adequate water but lacks on‑site storage needed for sustained fire‑suppression demand; sewer capacity is constrained by lift stations and pipe routing rather than the downstream treatment plant. A prior 2020 review provided a rough estimate of limited additional capacity, but council and staff said a more detailed engineering analysis is needed to identify which pipes, lift stations and storage tanks would require upgrades and what costs and phasing would look like.
Council members said the study would help clarify whether specific projects—anything from small commercial uses to multiunit housing that requires sprinkler systems—are feasible and what infrastructure investments would be required. Staff described the study as a framework that can be updated if future land‑use decisions change. The motion to fund the study passed 5–0.
What happens next: the city will engage consultants to produce the utility master plan, including flow estimates, lift‑station evaluations, storage recommendations and phased cost estimates; the study will be used to inform grants and capital planning.
