Engineering briefed the council on a proposed extension of a trunk sanitary sewer north from Territorial Road near Highway 81 to service properties north of 117th.
Staff (S6) explained two alignments: a straight-north route and a west-then-north alignment tied to a potential future roadway. "Alignment 1 is definitely preferred," S6 said, because it is less expensive, less disruptive to existing operations and requires fewer new easements. The project's current closer-construction cost estimate is about $815,000. Funding would come primarily from the city sewer fund with contributions from developers (named in the presentation) possible to cover portions of the project that directly benefit them.
Council discussed right-of-way and easement needs, wetlands permitting and construction-window options; staff noted winter construction may reduce disturbance in wetland areas and proposed leaving both winter and spring windows open for bid submittal. S6 recommended authorization of final design services and immediate easement acquisition work to keep the project on a tight schedule aiming for bid award in November and potential winter construction if conditions allow.
Council moved and approved authorization of final design and directed staff to proceed with easement negotiations. Staff will return with design documents and an updated cost estimate as the process advances.
