EDA reviews draft TIF policy; members suggest adding explicit housing language

The Kasson City Economic Development Authority reviewed a draft Tax Increment Financing (TIF) policy intended to clarify criteria and application steps for future TIF requests.
The Coordinator (S4) called the document a rough draft and said it focuses more on commercial and industrial uses than housing. “If you go through each of the sections, it talks about all the different uses that we'd be looking for,” the Coordinator said, and added the draft is meant to be posted on the city website so applicants understand expectations.
Several members proposed modest edits. One Committee member (S2) asked for consistent capitalization of the abbreviation and urged explicitly mentioning housing as an eligible use so the policy does not require frequent amendment if local priorities shift: “I would suggest probably just including it in there at a policy level even if we because if we get that housing study back and it says boy we're really short on some type of housing ... I don't want to go back and be amending our policy every time that our priorities change.”
The Coordinator responded that housing is currently eligible under broad criteria but agreed staff could add a bullet to explicitly reference housing, and he encouraged members to send written feedback to Ian between meetings. There was no vote; the document remains a working draft.
Next steps: board members will review the packet and email suggested edits; the Coordinator said he will re‑circulate the full draft and supporting pages for clearer review before the next meeting.
