EDA to review $200,000 loan request and $100,000 tax‑abatement ask from House of Hoops

The Kasson City Economic Development Authority (EDA) discussed a development financing request for House of Hoops during its meeting.
The Coordinator (S4) told the board that Nick Posius of House of Hoops has purchased a Main Street site and has asked the city for financial assistance, including a $100,000 tax abatement to cover unanticipated soil remediation and a $200,000 loan. “He did submit the application for tax abatement and the pre application for the loan,” the Coordinator said, and staff included a memo with valuations and estimated future tax payments.
The Coordinator said a tax‑increment financing (TIF) tool was not a good fit for this particular proposal because of state requirements and the project’s characteristics; instead staff are proposing a loan plus a tax abatement if appropriate. The Coordinator recommended that the applicant file a full loan application so the loan review subcommittee can evaluate creditworthiness and other details before the EDA makes any recommendation to the city council.
Board members pressed staff for financial context. The Coordinator identified the EDA’s revolving loan fund balance on account line 226 and said about $99,000 is currently available in the cash operating line; the Coordinator also noted an assessed receivable of about $21,000 tied to property taxes. Administrator (S5) said closing the Prairie Meadows TIF district could free roughly $80,000 in excess increment that the city could repurpose to the operating cash line, bringing potential available cash nearer to $200,000, but he cautioned that risk and underwriting remain important.
Committee members discussed the project scale and site logistics. Administrator (S5) reported the project total was “$1,300,000 $1,359,000,” and one member raised parking as “going to be the biggest stumbling block,” asking where customers would park if the facility is successful. The Coordinator said staff had not yet convened the loan review subcommittee for a full analysis but expected to do so once the applicant submits the full package.
Next steps: the Coordinator said he will ask Mr. Posius to complete the full loan application, share materials with the loan review subcommittee and hope to bring a formal recommendation back to the EDA at its meeting scheduled for June 3. No formal loan or abatement was approved at this meeting.
The EDA did take other routine actions during the session; the board adjourned after completing the agenda.
