Staff said the application was previously deemed incomplete; applicants have since supplied the missing materials and the city engineer reviewed and responded with items needing attention. The preliminary plat corrects a property‑line issue that currently divides an existing building, and the proposal would allow the creation of two lots in front of the former Shopko building off Highway 57. Staff recommended keeping a condition that outstanding engineer comments be addressed to the satisfaction of the city engineer.
Commissioners confirmed a public hearing occurs at the preliminary plat stage and indicated they were comfortable forwarding a recommendation, provided the city engineer signs off on final items. A motion to recommend approval to city council was made, seconded and passed.
The recommendation will be forwarded to Kasson City Council for final action; staff will continue to coordinate final engineering review with the applicant.
