Planning staff presented the Buckingham Estate second preliminary plat to the Kasson City Planning Commission and recommended conditional approval contingent on approval of an associated conditional use permit and demolition of two existing structures on the site.
Staff said the property’s lots were vacated in the late 1800s, which prevents the use of the minor subdivision route previously discussed. The current preliminary‑plat application restores an appropriate lot orientation and shows the two existing structures that must be demolished to allow the development. Staff also noted earlier public‑hearing discussion about an existing sewer line and drainage concerns; those issues and a shared responsibilities agreement between future homeowners were part of prior hearings and coordination with the applicant.
A commissioner asked whether Third Avenue Northeast could be converted to a private drive to serve the two homes; staff said converting a city street to private access would be complicated and unlikely because other properties rely on existing access. After public comment that confirmed the conditions were unchanged, a commissioner moved to recommend approval of the preliminary plat to the city council; the motion was seconded and the commission voted to forward the recommendation.
Staff advised that final action by city council and satisfaction of CUP conditions (including demolition and building permits) would be required before construction could proceed.
