Boone County adopts 2026 One and Six Year Road Plan, authorizes $500,000 transfer to road fund

The Boone County Board of Commissioners adopted Resolution No. 2026-06 on March 27, approving the county'wide 2026 One and Six Year Road Plan and immediately authorized Transfer #5: $500,000 from the General Fund (0100) to the Road Fund (0200) to be executed through the vendor claims/accounts payable process.

Chairman Jon Lindgren and Commissioners Brian J. Yosten and Matt Niewohner voted unanimously to adopt the road plan following a public hearing held March 16, 2026. The board noted the transfer authority was available under the county budget adopted Sept. 15, 2025 and earlier Resolution No. 2025-49, which authorizes interfund transfers on an as-needed basis.

County Clerk Kate Noble confirmed the transfer will be processed through the accounts payable vendor claims workflow rather than as a direct ledger adjustment. The motion to authorize the $500,000 transfer passed on a recorded roll-call vote (Yeas: Lindgren, Yosten, Niewohner; Nays: none).

The action is intended to provide additional cash flow for road-related projects and maintenance identified in the newly adopted plan. The board did not specify which specific road projects would receive this transfer in the meeting discussion; further project-level allocations were not specified and will depend on subsequent department recommendations and claims processed through the Road Fund.

The board also approved the March 16 meeting minutes and related public-hearing proceedings by unanimous vote during the same session. The board adjourned at 12:10 P.M.; its next regular meeting is scheduled for April 13, 2026.
