EDA directs staff to explore monument signage on Balsam Lane; ordinance change likely required

Staff told the board the city’s current rules generally prohibit the kind of off-premise monument signage shown in the concept rendering and that implementing the proposal would require an ordinance amendment. "This type of signage is not allowed generally in the city," staff said, adding that the EDA could pursue private-property solutions or ask the council for a variance or code change.
Board members discussed placement options (north and south entries), whether signage should be static or electronic and whether businesses would share costs. One member suggested using existing sign bases on private property (for example the PDQ site) as a lower-cost, partner-driven option.
The board motioned and seconded a direction for staff to explore options, collect cost estimates and return with recommendations for how to proceed, including draft ordinance language if needed.
Next steps: staff will consult with the city attorney and planning staff on ordinance implications, gather cost estimates and report back to the EDA and council with a recommended approach.
